I always open a transparent layer/new image
Then depending my needs, I just drag n' drop a color from the "Foreground/Background" icon below the tools, which either the foreground or the background will work

This also work from the main select color (the 2 colors in the red rectangle), it allows you to not change your 2 default FG/BG color without changing them, just click on the foreground the window opens chose a color then drag n drop like you see on the screenshot below, then click Cancel once you've dropped a color = you can drop a different color without changing your default colors
Even better if you switch to the palette tab in the selector, and the current palette contains your usual background colors...
