Two ways:
- "Pinch" part of Filters > Distorts > Whirl and pinch but the pinch isn't completely along radial lines
- Filters > Distorts > Polar coordinates
- Apply once to unroll (To polar: off)
- Scale the layer to cover the white part
- Apply again to re-roll (To polar: on`)
