To anchor the toolbox in the upper left corner and the selected tool options below it, you can enable the "Single-Window Mode" in GIMP by going to the "Windows" menu and selecting "Single-Window Mode". Then, click and drag the toolbox to the upper left corner and the selected tool options should automatically dock below it.
To anchor the text selections in the upper right corner, you can click and drag the text tool options to the upper right corner and they should dock there.
