Rotating and scaling layer

Both correct suggestions, but you need to understand what is happening and also why it is a good idea to post a screenshot that tells the whole story.

If you select, cut and paste back in, you are constrained by the layer boundary. Anchor that and and as you found it is cut off.

...and yes.. you can put that to a new layer where the rotated selection is sized accordingly.

A much easier way is just rotate the layer, either as the original text or when text properties are lost. Then you can move that as a layer anywhere you want.
