pdf export cutting off rhs of layer(s)

Difficult to give opinions without seeing the source file. I assume a Gimp .xcf with multiple layers. If it is, are all the layers the same size ? It might be worth using Layer -> Layer to Image Size on small layers.

To be truthful Gimp does not make wonderful PDF's because of internal compression they are on the large file size.

What you can try is with your problem file, do a Layer -> New from Visible and drag that layer into the tool box to open it as a one-layer image. Export that as a PDF and see if it makes any difference. 

You can also use that to compare a single layer PDF with a mult-layer PDF and you should find the file size is smaller with the single layer file.

PDF is just a wrapper, depends on end use but ImageMagick makes PDF from jpegs or other extreme Scribus is the tool if you have a mix of images and text and maybe need CMYK profile. In the middle is LibreOffice which makes good PDF.
