Tool options not docking with Tool Box

What do you call the "top tab"?  Is that clearly different from the title bar? Normally

• When you drag the window should be replaced by a small square with the icon and the name, noting more. If you are moving the whole window you are not dragging by the inner tab.
  
• The whole area should turn blue when you can drop.
  
• And what is important is your dragging handle, that should clearly enter the drop zone.
