You have an answer in another post but to tidy up here:
1. You can not export directly to C:\Program Files\GIMP 2\share\gimp\2.0\brushes
In Gimp it is read only.
If you desperately need it there, export to some other location and move it in using Windows explorer.
The correct location is C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\brushes
2. That is one big canvas 1920x1280 that seems mostly empty. Crop it down before exporting as a bitmap brush or you will find it opening at that size for evermore.
3. The source image is RGB, which might be ok, the brush will be that colour. If you want a brush to use the foreground colour then convert the image to greyscale Image -> Mode -> Greyscale before exporting.
