I think I have the problem in hand now.

I could not find a way to set "Dynamics Off" from within the application.  But, I did find clone tool tool-options settings in both ~/.var/app/org.gimp.GIMP/config/GIMP/2.10/tool-options (fortunately flatpak puts config options in intuitive places) and /etc/gimp/2.0/gimprc .  It appears that options added directly to the user-local file are simply overwritten by the application.  I didn't notice the system-wide file change doing anything.  It may not be correct for 2.10.2 .

The really good news is that "force" is removed from the clone tool just by selecting "Basic Simple" rather than "Basic Dynamics".  And, that did the trick.  Selecting opacity 100% completely occludes the area cloned to.

Now, off to do some useful work.  Thanks for the help; I very much appreciate it.
