I recommend starting off without an .ini file You could also try deleting the pluginrc file.

This going back a couple of years, but it is Windows 7 and Gimp 2.8.

A slow, somewhat boring demo of installing/using the plugin. 14 minutes https://youtu.be/v0g0qv4YMks might help
