Same as any other Gimp but especially a portable version you can determine the Gimp profile path (for plugins) by opening Edit ->Preferences -> Folders -> Plug-ins screenshot: https://i.imgur.com/Vanxya9.jpg
For the Partha portable it is ...(path-to)...\Gimp-2.10.4\portable\plug-ins
Partha version is strictly 64 bit so you need the 64 bit version of resynthesizer. Attached the plugins to save you hunting.
