Alternatives:
Does not flip the moved border but `Layer -> Transform -> Offset does a shift. Then some patching needed to blend the joint.
An old third-party plugin, liquid rescale http://liquidrescale.wikidot.com/ Not so easy to use until you get to grips with it. Usually used to size up or down but a size down then a bit of editing on the mask and size back to original size. You can see by the banner bottom of the image the stretching.
