How do I change and get SD to HD quality image on GIMP

Do you have any particular reason for using Gimp 2.8.10? That version  is 5 years old.

My advice is unless you want that image you posted as a thumbnail then there is not much you can do with it.

When you scale an image up in any bitmap graphics application, it has to interpolate (guess) pixels. The same scaling down, pixels are thrown away. Either results in a fuzzy image to some degree.

If you are going to use game box covers then learn to search around the game sites. That link I gave has a slightly better image which I got from  https://tinyurl.com/y5s62hnw (these are monster long google search url's so I am using tinyurl)

With gimp 2.8.10 there are two standard tools for sharpening Fileters -> Enhance -> Sharpen  and Filters -Enhance -> Unsharp Mask  It is usual to use unsharp mask but for this image I think a regular sharpen works better. Looks like this in a Gimp 2.8.22

That image is attached. It is 770 x  1024 pixels. It would scale up maybe x2 but not much beyond that. There are plugins such as gmic_gimp http://www.gmic.eu which have filters for scaling and improving small images, however not that sure it  works with Gimp 2.8.10 

Whatever methods you eventually use, sharpening is the very last operation you do. Do all other editing before that.
