Making "biker gang patches"

I doubt that you find a single tutorial that will give you exactly what you want. An image like that has built up in pieces. You will be able to find tutorials on each individual piece.

The top and bottom rockers are made from pieces of a circle. For this you will need to understand selections. The selection tools have modes "replace selection", "add to selection", "subtract from selection". You will need to use those.

The white boarder inside the rocker can be done with Select > Shrink and Edit > Stroke Selection

The text is done with the Text Tool.

The text can be curved with Layer > Text along Path

For this a knowledge of Paths is necessary.

An image like this is best done in a vector editor (Inkscape) and not a bitmap editor (Gimp). If you do use Gimp be sure to get the initial image size correct as bitmaps don't scale well. (Vector images do scale well).
