My tuppenceworth. Sometime you changed some of the brush settings, maybe a dynamic is in effect. By default Gimp will remember existing settings between sessions.
Try reseting the tool options Edit -> Preferences -> Tool Options -> General & click on Reset Saved Tool Options to Default Values
Ok and restart Gimp, see if it makes a difference.
