Not really, it's for cases where you need rearrange square things in a layer. What started it is here.
To answer that question I found a similar plugin on Gimper.net, but it was written in C, needed recompilation, etc... It was faster to rewrite if.
This said, iI tend to write my plugins to do one specific thing (instead of a full workflow), so they can be used in very diverse workflows, your imagination is the limit.
