Excessive RAM usage at load

That is certainly not normal. I generally use linux but

1. A Win7 VM with one image open http://i.imgur.com/FDJrX7W.jpg 83 MB
2. A Win10 VM with a few images open http://i.imgur.com/VtoUQ15.jpg 285 MB
and a little bit for script-fu

Plenty of system resources there but might help if you give the version of Gimp you are using. Do you have lots of resources - fonts - brushes - installed
It could be that enormous cache tile size you have set 5 GB ? Have you tried reducing that? [edit] maybe not that big considering your 12 GB system memory and does not come into effect without an open image, so scrub that one.

That is the hold space-bar (cursor changes to 4-way arrow) move? or is it a windows tool?

I am sure that an experienced Win user will be along but in the meantime have you tried the standby fix

rename your gimp profile C:\Users\your-name\.gimp-2.8 to C:\Users\your-name\.gimp-2.8-bak

Start Gimp up to make a default profile and check memory usage.
