More ways with some of my scripts:

• Extract the path from the text
  
• Duplicate the text path and move it
  
• Use path-inbetweener to generate the intermediate paths
  
• Use ofn-stroke-fill paths to fill the paths, using a gradient made of stripes.
  

Or:

• Create a first set of blue layers (as above, just fill with a plain color)
  
• Create a second set of white layers
  
• Use ofn-interleave-layers to merge them
