It goes back to Gimp development in UNIX (& now linux) and using GTK, a free and open-source cross-platform widget toolkit for creating graphical user interfaces (GUIs) Used for the Gimp file manager. While it works more or less OK in linux, not so clever in Windows. There are any number of requests for a change but not liable to happen in the near future.

Depends on the file location, local or Internet. In linux I can get this.
1) File ->  Open The little pencil icon toggles the location box. Paste in a path and a drop down to pick a files.
2) File -> Open Location Paste in a URI and hope.  

   

Never managed to get either working in Windows but it has been a long time since I was a regular Windows user.

You have my sympathy. For local files drag-n-drop works from Windows explorer, either onto the Gimp desktop icon or with Gimp open into the toolbox or canvas.
