Re-installing rarely fixes anything. The settings are held in your Gimp profile which remains between installs
In this case it is a Gimp 2.10.18 design feature, the tools are now grouped to provide a more compact tool box.
Of course, as with lots of features it can be disabled to revert to the earlier type. In Edit -> Preferences
