Unfortunately not possible the way described using BIMP. There are no "Other Gimp Procedure" options for your method. Plus none of the GEGL operations are usable.
Are all the images similar to the one you posted? Would it be possible to overlay a mask to give the required result? (it would be much easier)
However, using BIMP it might be possible like this:
Using all 'Other Gimp Procedures"
Convert from grayscale to RGB (need for the blur)
Apply Tileable blur (the only one that is not GEGL)
Apply Threshold
Convert back to Grayscale.
Possible variable values shown in the attached Gimp file. (.xcf.gz - opens straight up in Gimp)
