Copywrite infringement?

Even though they posted/uploaded it to these websites for public use, is it still illegal to use them in your work? If you buy them do you own the photo or just get a copy of it?

I suggest Wikimedia Commons for free images, though you may check the license of the pictures as some of these are in public domain, some are "share-alike" which means you have to share the work under the same license as a derivative, and some may require proper attribution. 

Since we have the concept of "fair use", it's not entirely illegal to use certain pictures in your work. You may check the copyright laws that apply in your country, too. If you buy licenses, you are free to use the image as how the license you purchased prescribes. Above all, the most important thing in copyright is you do not claim ownership to someone else's intellectual property.
