One thing to try
First thing to do is test start Gimp with no fonts and check that it starts quicker.
In Win7 use the file browser to go to the gimp installation at C:\Program Files\GIMP 2\bin
In the search bar type cmd and enter key to open a terminal.
In the terminal type gimp-2.8.exe -f then enter key to run

Does Gimp start any quicker? Keep an eye on the splash and see if there is a delay on loading plug-ins or loading scripts
One thing to check is whether the font cache has been created (somewhere in the user's AppData IIRC).
