Most basic way is to add a text layer with low opacity. but anything uniform is quite easily removed: you just have to do the opposite math. Below:

• Add text layer
  
• Give it a slant
  
• Alpha to selection
  
• Add another layer
  
• Fill selection with noise
  
• Lower opacity (12%)
