Try using Gimp and see if you can get a good fit with a heart shape.

Gimp is not the tool for this: PS has certain vector-like abilities which Gimp does not possess.

The tool for this is Inkscape, and that has a steep learning curve, same as Gimp. I advise asking on the Inkscape forum. http://www.inkscapeforum.com

after a bit juggling with text size and spacing, text-to-frame gives this. http://i.imgur.com/XFq8ypC.jpg

To get into Gimp, either export as png from Inkscape or save as a vector svg file. Opened in layers in Gimp, the svg file can be imported any size large or small. http://i.imgur.com/dtzZi9c.jpg

The svg  attached as an example, remember to un-zip it.
