It is because the image you are pasting or adding as layer into is an indexed mode image. Look at the top of your screenshot where it says guy cereal.xcf-29 Indexed color 8 bit.....
Start again. Open your indexed image. Make it RGB Image -> Mode -> RGB then anything you paste / add as layer into that keeps its colours.
Reminder: Unless you change the mode to RGB
Base image Indexed -> anything added also indexed, colours used limited to the image colormap
Base image Greyscale -> anything added becomes greyscale
