Removing flash/lights and glare spots

Edit: Going back to the image: It has a lot of noise, typical night time exposure. This with as much de-speckle (using gmic)  as practical and still noisy. Cloned out some of those bright spots.  https://ibb.co/s28pm5L  edit-again Should have cloned out the building behind his left shoulder Wink

thanks a lot your advice was really helpful as well, can you please give me some more expertise on nufraw plugin? I have been looking for a raw plugin for a while now. Thanks  Smile
