The crab is bigger than the flag, but I think this may be close:
(1)Select/highlight your 'Blue Crab' layer and go Layer->transparency->alpha to selection. Once that is selected, then
(2)Select your 'Flag' layer and go Edit->Copy.
(3)Create a new layer by going Layer->New Layer
(4)With your new layer highlighted, go Edit->Paste
I think that is what you mean to do? There are many ways to do it.
