Make a new layer Layer -> New Layer
Use the rectangular select tool and make a rectangle for the path.
Fill the selection / paint in it / make your pattern
Turn the selection off. Select -> None
Reduce the layer size to smallest size Layer -> Crop to Content
Use the Perspective Tool Tools -> Transform Tools ->  Perspective (shift P)

If you will please re-read my response that is not what I said. I said that I already know all about the principles of perspective--what I don't know is how to apply these to a flat 2D image in Gimp to simulate actual perspective lines in 3D.
