2-I still find icons too large but did i mention i am using Gimp on a large 32" tv screen, resolution= 1360x768. Tool thumbs are gitantic & take too much space. Tried a reset, makes icons small for a second until i press a button which makes it revert sizes, i'm confused.

I wonder what's it doing ?

.config/GIMP/2.10/gimprc is your personal gimprc file.  Any variable defined in this file takes
precedence over the value defined in the system-wide /etc/gimp/2.0/gimprc

So, did you manage to make the icons smaller? I am also on a 33" monitor and I run HiDPI (200% scaling):
