One problem with old versions of the gimp_gmic_qt (pre 3.1.6) is the 'community' section (testing) is no longer available for downloading That is the updatexxxx.gmic that was downloaded. You are missing a lot of the newer filters. From version 3.something, the community filters are now incorporated into the plugin (and do update when required).

You should get the 'Jammy' version from http://www.gmic.eu, Unzip, put it in ~/.config/GIMP/2.10/plug-ins/ and it supercedes the old version. Someone managed it here: https://discuss.pixls.us/t/just-installe...ller/33021

Resynthesizer: Resynthesizer is a compiled plugin and still works. It is the associated python plugins that are not recognised. ie. No Python2 support = No python plugin

As Pixlabs post try the Gimp appimage launcher.
