Moved you here, that old section is not for new questions.

Really need more information. A .dll problem so a Windows installation but is it Windows 10 / 11 or...what ?

Unlikely you are using Gimp 2.4 so open Gimp and what does it say in Help -> About ?

An app ? What app... ? Obviously a usb problem so are you trying to use a scanner or a camera plugged in to your computer to capture an image in Gimp ? The menu File -> Create -> Scanner/Camera

For Windows, Gimp uses a TWAIN plugin, which connects to your Windows TWAIN installation, it is 32 bit, so that fits in with that libusb0.dll download.

libusb0.dll does not exist in my Win10 VM so just a guess but probably is in a Windows TWAIN driver installation which comes from scanner / camera software.

If you can give that bit more information, maybe some Windows user will give better advice.
