Go to Windows > Dockable Dialogues
Select Tool Options
I don't remember where it opens, maybe as a separate window.
Where ever it is drag it and drop to where it says You can drop dockable dialogs here
NOTE: Don't drag the window title bar, drag the actual tab. The tab that has the words Tool Options on it.
Make sure that the Tool Options dialogue is visible at all times. It is used almost continuously.
