GIMP 2.9.6 STD version from https://www.partha.com/ doesn't have console pop-up. Could you tell Partha to make GIMP 2.9.8 STD ?
The console is normal for that development version. Just minimise it and ignore.
As for Partha, you will have to ask yourself but I am sure it is in hand, just wait until he irons out any Windows snags.
