Gimp 2.9 does not support 32 bit plugins. Need to be 64 bit. Remove whatever you installed
There is one there that works: http://registry.gimp.org/files/gimp-clt-...64bits.zip
unzip and put the file clone-layer-tool.exe (size 77312 B) in the Gimp 2.9 plug-ins folder
C:\Users\your-name\Appdata\Roaming\GIMP\2.9\plug-ins

Since that PS example was manipulating a vector, might be worth trying Inkscape.
