		Newbie here. I'm interested in creating a sort of 'cocktail hat' with a veil pattern as in this picture. Any advice or suggestions?

		You can do the pattern in GIMP, but in the end, I would use Krita as you will need the Krita's mesh tool transform. With GIMP it will take too much time and pain to get a similar result of the veil, and not even sure it will be as "well made" as it could be with Krita https://www.youtube.com/watch?v=DLXWynZT_8s Once the veil is made, transfert to GIMP and I'll go with GIMP for everything else 
		I forgot, in GIMP your best friend for the veil is Filters ➤ Render ➤ Pattern ➤ Grid...   Drag n drop the layer from GIMP directly in a new already opened image in Krita's layer stack (don't do Krita to GIMP, but save as png or PSD then open in GIMP once transformed) Krita's mesh tool with a quick example of a grid made in GIMP (you do need to learn keys modifier, multiple control point selection, add columns and rows on the fly ➤ https://www.youtube.com/watch?v=DLXWynZT_8s it's worth it  )
