Cursor offset problem

I'm having a problem with GIMP where the selection on my screen is significantly above where my mouse cursor is. This doesn't happen 100% of the time but it happens frequently, and usually right after I open GIMP.  I have attached a screenshot that shows what I mean. This seems like a bug. Is there a way to fix this, or should I submit a bug report? Thanks.

I am using GIMP 2.8.18 on macOS Sierra 10.12.6.

Latest and greatest is 2.8.22...

This problem persists for linux on versions 2.10.18 and 2.10.30.  I haven't found a bluetooth logitech mouse that does not cause this error, it's also occurs sporadically with a wacom tablet or even just a touch screen.

Using a Logitech M720 via BT and never had the problem on my current Kubuntu 20.04 or on another PC running Fedora34. What is you distro & version? is this for all tools or only for some, like the paintbrush?
