* Create the L and F on separate text layers (the positions are unimportant at that point)
* Extract the path of each layer (Layer > Text to path)
* Hide the text layers
* In the Paths list make the F and L paths visible
* Select the F path in the Paths list
* Use the Flip tool in Transform: Path mode (top row of icons in the options) to flip the path horizontally
* Use the Move tool in Transform: Path mode to move the two paths where needed. Maybe use a guide to have they perfectly aligned
* You can merge them into a single path using Merge visible paths
* Edit > Stroke path on a new layer, and insert that layer in the stack.
