Help -> Plug-in Browser with a search for layer to narrow it down gives the locations which are working here.
First thing to check might be the plugin folder name is the same as the .py file name ofn3-export-layers / ofn3-export-layers.py

thanks for your answer. The folder name is the same. I can't understand why one plug-in works while the other one doesn't. It's the same folder, the same provider, both are for Gimp3. I do not have the Export all layers under FILE. It only worked on my ole PC with Gimp2.0.
The Plug-in is not listed under Help>Plug-in Browser. Only the other Plug-in is listed.
Any other suggestions out there?
Can you start Gimp with gimp-console.exe and see if you get any error messages?
Can you open the C:>user>NAME>AppData>Roaming>Gimp>3.0>pluginrc file in a text editor and see if it mentions ofn3-export-layers?
You can also try to re-extract the .PY file in case it got corrupted by a text editor.
