Like in the picture. No matter what size and what theme I choose, it doesn't solve problem.

You could try the work-around of a version of the Legacy theme, as in this thread: https://www.gimp-forum.net/Thread-User-I...-on-W7-Pro

Well you have your toolbox icons there, which is something. Thats the presets icons and dialogue icons missing.
I was thinking this, in the dropdown menu. Did you set the theme in Interface -> Theme to Kevins legacy theme? Kevin is the themes guru
