I'm on GIMP 3.0.2 on Windows 10. Whenever I use the File-Open or File-Export dialogs, the files and folders are intermixed and sorted counter-alphabetically. When I try to fix it by applying alphabetical sorting, it resets back to unsorted the next time the dialog is opened. Is this a bug?

This is the standard GTK3 file dialog. If you right-click you can tell it to sort directories first (and this seems to be remembered).

The checkbox is remembered indeed, but it is not working as expected when reopening the dialog. Possibly - because the state of other sorting buttons is lost.
