What is needed is an artists imagination and as far as I know Gimp does not possess one of those 
There is a filter in the Gimp gimp_gmic_qt plugin http://www.gmic.eu - Stylize - which tries to apply an image style into another.
Of course it always depends on the images you use, lots of settings in the filter, user has to experiment.
