Can you move the tif file to say Pictures and maybe rename to xxx.tif then does it open ? Might just be a permissions thing.

It looks like this problem was caused because of a mistake I made in specifying one of the plugin folders in Preferences. It looks like I finally have Ver3.2.4 opening properly. It will take some time to confirm how well it is working.
