I also see your problem. You need a (color of outside border) canvas behind your picture that is larger than it then select your picture using alpha to select then Selection > Border (according to the size of your picture) then do a white fill. Then you can crop your picture to make your second border around the picture. Otherwise there are many scripts/filters that will do it.
