I've seen something similar with Debian. Installing Gimp 2.x or 3.x for the very first time puts new files into $HOME/.config/GIMP/3.0/ (LInux). People were using Gimp 2.x for so long that most people were just updating this folder. I seems easy for something to go wrong on an initial Gimp install.
As you are computer-savy you maybe able to locate your log files when Gimp is started and see where it halts. 'Gimp --verbose' from a terminal should also show you any errors.
If that doesn't work I suggest installing another Gimp3 version, possibly an earlier one just to write these essential files into your home account.
