I have tried all of the suggestions I have found. I really don't want to pay Adobe any more than I have to!

As you are computer-savy you maybe able to locate your log files when Gimp is started and see where it halts. 'Gimp --verbose' from a terminal should also show you any errors.
If that doesn't work I suggest installing another Gimp3 version, possibly an earlier one just to write these essential files into your home account.
I have not tried this yet. I will run it in Powershell and get back here.
