No, for Windows you can easily have both Gimp 2.10 and Gimp 3.0
Even if you un-install Gimp 2.10 the User profile remains and this is what migrates to Gimp 3.0
So the folder to disable / delete is C:\Users\"yourname"\AppData\Roaming\GIMP\2.10
Saving settings: You should be able to fix the way Gimp starts up, a little more than you have already done, go through the 3 sections Tool Options / Window Management / Input Devices - uncheck the save on exit / click on "Save xxxx Now" for each.
Of course there might be other Windows 11 factors involved, all those terrible snapping options maybe, but for Gimp all the settings are held in the file sessionrc in your User profile. It is a text file, attached is one from a Win11 (VM) compare it with your version.
