Yes, and I said do the same for all three Tool Options / Window Management / Input Devices Although more probably some Windows 11 setting. Try putting that sessionrc file in your Gimp User Profile and see if you get a smaller Gimp window. It cant do any harm, delete the file and Gimp makes a new default when started.

Still looking for alternatives. You can of course enable hide taskbar which will uncover the hidden part of Gimp.
If using linux I could advise a utility (wmctrl) to resize a window, For Windows you might already know this one but new to me: https://www.brianapps.net/sizer4/
