If you really are using Gimp 2.10 then there is a plugin to warp a path made from text.

If using Gimp 3.0 then nothing at the moment, maybe possible using the gimp_gmic_qt plugin or even the old Filters -> Distorts -> Curve-bend
....but a better way is not Gimp - use Inkscape.
