And of the file is opened from disk, you can re-export over the loaded file without a file selector File > Save (loaded from XCF) or File > Overwrite (imported from some other image type).

If you mean the file selection in the file save/export dialog it has always been there and is standard practice in all apps.
You are shown the existing files so that you can pick a name that doesn't clash with an existing one (or that follows a naming convention). And yes, clicking on any of the existing files sets the name, but you can further edit this (for instance add a -2...).
And you don't get the list when Gimp knows that you are re-saving/exporting to disk (ie, overwriting the file you loaded the image from).
