Keyboard Shortcuts in V3 not working

You have the free select tool in subtract mode (1) on a canvas where there is no existing selection. In the tool options put the mode to replace (2) - the first icon on the left

   

This happens because sometime in the past you set the mode and Gimp by default remembers tool settings.
